According to a report from the Legal Information Center of the V. Hetman, as part of the All-Ukrainian Student Competition for Law-Making Initiatives “New Ukraine Through the Eyes of Young Lawyers,” Natalia Mykhailivna Kazaeva—Chair of the Kyiv Branch of the Notary Chamber of Ukraine,
Chair of the NPU Commission on Informatization, Digital Transformation, and Cybercrime Prevention,
and a private notary.

According to the organizers, her participation in the Commission’s work means that the evaluation of students’ law-making initiatives will benefit not only from a high level of notarial expertise but also from a systematic vision of what the modern legal order should look like in the digital age — taking into account the challenges of cybersecurity, the protection of digital rights, and trust in state institutions.

Today, the Ukrainian notarial system is a key link in the protection of property rights, the stability of civil transactions, the functioning and security of state registries, and trust in digital legal relationships. It is precisely these areas that Natalia Kazaeva professionally oversees as the head of the Ukrainian Notary Chamber’s Commission on Digital Transformation and Cybercrime Prevention. Her practical experience in developing standards for the protection of electronic documents, working with registries, and countering cyber threats is extremely important for the professional evaluation of the law-making ideas of a new generation of lawyers.

The All-Ukrainian Student Competition for Law-Making Initiatives, “New Ukraine Through the Eyes of Young Lawyers,” is held jointly with the Law Institute of the Vadym Hetman Kyiv National Economic University and its partners. Its strategic goal is to engage law students in reflecting on the key challenges of nation-building and to foster an environment in which young lawyers learn to think not only in terms of legal norms but also in terms of state and institutional models of development.

As part of the competition, participants prepare legal papers aimed at developing law-making initiatives, particularly in the areas of public administration, security, digitalization, the protection of rights, and the functioning of the rule of law. The competition is nationwide in scope, and its results are intended to serve as an intellectual contribution by the younger generation of lawyers to shaping Ukraine’s future legal order.

The organizers are convinced that the competition will serve as a platform for shaping Ukraine’s new legal elite—specialists capable of thinking strategically, working with international law, recognizing security challenges, and building a rule-of-law state within the European framework.

The All-Ukrainian Student Law Competition “New Ukraine Through the Eyes of Young Lawyers” involves the preparation of a legal student paper proposing a draft international security treaty for Ukraine.

The competition’s prize fund totals 500,000 UAH, which will be distributed among the winners as follows:

• 200,000 UAH — 1st place

• 150,000 UAH — 2nd place

• 100,000 UAH — 3rd place

• 50,000 UAH — Special Prize from the Contest Founder
