On July 31, 2026, the second official meeting of the Selection Committee for Administrative Positions at the Specialized Anti-Corruption Prosecutor’s Office of Ukraine was held. Oleksiy Shevchuk, an attorney, partner at Barristers Law Firm, and chair of the Ukrainian National Bar Association’s Committee on Lobbying, participated in the Commission’s work. During the discussion, Commission member Oleksiy Shevchuk emphasized the importance of ensuring maximum clarity and transparency in the selection process so that candidates understand in advance the evaluation criteria and the procedure for completing all stages of the competition.

During the meeting, all members of the Commission unanimously approved the Commission’s Rules of Procedure, which define the procedures for its operations and the organization of the competitive selection process for administrative positions at the SAP.

One of the key items on the agenda was a discussion of the competition’s conceptual framework. Commission members agreed on the main approaches to organizing the competitive selection process, specifically regarding its stages, the candidate evaluation system, the structure of the practical assignment, and the conduct of interviews.

Following the discussion, the Commission decided to submit for public comment a draft methodology for conducting the competition, which outlines the stages of the competitive selection process, the evaluation system (scoring), and the procedures for conducting the competition.

During the discussion, Commission members also devoted significant attention to approaches for evaluating candidates’ professional and managerial competencies. In particular, they discussed the criteria for evaluating the practical assignment and the interview, as well as the need to ensure that the competitive selection process is as transparent, clear, and objective as possible.

Until August 9, 2026, representatives of the professional community, the public, and all interested parties may submit their proposals and comments on the draft methodology.

The Commission emphasizes that the openness of the selection procedures, the transparency of the evaluation criteria, and the involvement of the professional community in their discussion are essential components of ensuring an objective and effective selection of leadership for the Specialized Anti-Corruption Prosecutor’s Office.
