On September 27, 2024, Kyiv will host the next quarterly roundtable,
organized by the Barristers Law Firm in cooperation with the publication “Legal
Practice.”
The theme of the event is “The Notary as a Party to Criminal Proceedings,” which reflects the current
challenges and issues that notaries face in their professional practice.
Leading representatives of Ukraine’s legal community have been invited to participate in the roundtable, including:
- Representatives of the Office of the Prosecutor General, the National Anti-Corruption Bureau of Ukraine,
the Economic Security Bureau, and the National Police.
- Representatives of the Ministry of Justice of Ukraine and the Office for Combating Raider Attacks.
- Representatives of the Notary Chamber of Ukraine.
- Notaries from various regions of the country.
This event is intended to serve as a platform for discussing important issues related to
the interaction between notaries and law enforcement agencies in the context of criminal proceedings.
The following topics are proposed for discussion:
• Crimes in the field of notarial practice:
- crimes committed by notaries;
- crimes committed by means of an appeal to a notary;
• Specifics of a notary’s status in criminal proceedings. Safeguards in the event of their participation in
criminal proceedings.
• Notarial confidentiality: protection of the rights of participants in notarial proceedings vs. compliance with
the orders of law enforcement agencies and the court.
• Specifics of access to notarial documents and registers within the framework of criminal
proceedings. Searches of notary offices or the workspaces of
of a private notary
• Criminal procedural consequences of “registration raiding”: Is there a need for further
criminalization.
The event will be moderated by Barristers’ managing partner Constantine Globa, who has extensive
experience in the field of human rights advocacy and deep knowledge of criminal law. One of the
speakers will be Olga Kukuyuk, an attorney at Barristers, who will present her expert perspective on
these issues.
The event will take place at the IQ Business Center, located at: Kyiv, Bolsunovska St.,
13-15, 2nd floor, Q Conference Hall.
For those who are unable to attend in person, online participation will be available,
which will allow a wide audience from all corners of the country to join the discussion.

- 9:30 – 10:00 – Participant registration, morning coffee.
- 10:00 a.m. – 1:00 p.m. – Main part of the roundtable, including discussions and Q&A.
- 1:00 PM – 2:00 PM – Networking, during which participants will be able to exchange ideas and establish
valuable professional contacts.
