Oleksiy Shevchuk, spokesperson for the National Association of Ukrainian Lawyers (NAAU) and partner at Barristers Law Firm, moderated Session No. 2, “Litigation and Arbitration Strategies,” as part of the 4th Conference on “Compensation for Damage Caused by Aggression: Law & War — 2025,” organized by the publishing house Yuridichna Praktika. The event took place on October 14, 2025, and brought together leading lawyers, judges, and experts in the field of judicial and arbitral protection of the rights of victims of armed aggression. 

Oleksiy Shevchuk structured the discussion in an interactive format, giving participants the opportunity to actively engage in the discussion. Instead of traditional lengthy presentations, the focus was on a lively dialogue between the speakers and the audience, the exchange of practical case studies, and the search for answers to questions concerning the legal community regarding compensation for damages caused by aggression. 

During the discussion, the moderator focused on the establishment, under the auspices of the Council of Europe, of an International Commission for the Examination of Claims from Ukraine. Its main task will be to review, assess, and rule on claims for compensation for damages caused by the internationally unlawful actions of the Russian Federation. The Commission is designed to ensure a fair mechanism for determining the extent of the damage and the amount of compensation for the victims. One of the key steps will be the transfer of functions and materials from the Register of Damages to the newly established Commission, whose secretariat will be formed on the basis of the current secretariat of the Register.

The Commission is intended to become a key instrument of international justice aimed at documenting and compensating for losses caused by the aggression.
