On December 1, 2025, our client, Dmytro Zagumenny, was served with an indictment in a case involving the alleged embezzlement of funds during the renovation of the building’s facade at 8 and 10 Borys Hrynchenko Street. The pretrial investigation is coming to a close, and a court hearing on the case is now pending.
The building in question was transferred out of municipal ownership under a purchase agreement in 2010. However, the new owner never actually took possession of the property; the municipal enterprise continued to use the building and even generated revenue from it.
Since the building’s facade was in extremely poor condition in 2019 and posed a danger to visitors and passersby, repairs were carried out. As a result, Dmytro Zagumenny was served with a notice of suspicion of embezzlement of the funds spent on the repairs, since the building was not municipal property at the time the repairs were carried out.
We consider this case a clear example of political persecution for the following reasons:
The investigation ignored the fact that the municipal enterprise continues to use the building and earned over 41 million hryvnias from it in 2019.
Against this backdrop, the renovation costs appear more than justified;
• There are no signs of collusion, overpricing of the work, or “paper” repairs. D.M. Zagumenny’s motive has never been established;
• The pretrial investigation was focused exclusively on finding evidence of Mr. Zagumenny’s guilt, rather than on establishing the truth. Not a single witness was questioned.
Fifteen investigators and 18 prosecutors were assigned to the case. Law enforcement agencies have once again wasted enormous resources on a “baseless” case that will fall apart on its own in court. We have no doubt that we will receive an acquittal and refute all of these absurd charges.
The defense continues to fight for justice and to clear Dmitry Zagumenny’s name.
