The Kyiv Court of Appeals overturned the decision of the Holosiivskyi District Court of Kyiv to suspend Dmytro Zagumenny, chief of staff of the Kyiv City State Administration, from his post until November 28 of this year, who is suspected of using forged documents to organize personal trips abroad under the guise of official business trips.

This was reported by his defense team from the Barristers law firm on Facebook. 

“The Kyiv Court of Appeals has just overturned the unlawful and unfounded suspension of Dmytro Zagumenny, Chief of Staff of the Kyiv City State Administration (KCSA), from his position!” reads a post by Yuriy Radzievsky.

On Wednesday, November 5, the legal team will continue to appeal the lower court’s decision to place their client under round-the-clock house arrest.

As previously reported by the Kyiv City Prosecutor’s Office, Zagumenny allegedly used forged invitations for trips to Barcelona (2023) and Florence (2024), presenting them as official business trips.

His actions have been classified under three articles of the Criminal Code of Ukraine:

• Part 3 of Article 358—forgery of an official document committed by a group of persons acting in concert;
• Part 4 of Article 358 — use of a knowingly forged document;
• Part 1 of Article 366 — the inclusion by a public official of knowingly false information in official documents.

As a reminder, the chief of staff of the Kyiv City State Administration is suspected of forging documents to travel to Europe.

However, Zagumenny himself believes that the latest allegation leveled against him is politically motivated and aimed at discrediting him.
