The Holosiivskyi District Court of Kyiv considered the prosecutor’s motion to place our client—Dmytro Zagumenny, Chief of Staff of the Kyiv City State Administration—under round-the-clock house arrest and to suspend him from his position.

Our client is suspected of allegedly forging documents that later served as the basis for official business trips.

The validity of the charges brought against him does not stand up to any scrutiny, given the following:

- According to the investigation, Mr. Zagumenny, at an “unspecified time and place,” conspired with “unidentified individuals” and forged documents in an “unspecified manner.” It is difficult to even refute this position, since, apart from Zagumenny’s last name, the investigation has established nothing.

- In the text of the charges, the prosecution alleges that our client allegedly traveled abroad “under the guise” of participating in international conferences but did not actually participate in them. At the same time, law enforcement agencies stated on official channels that the purpose of the trips was to vacation with his family.
We have refuted these claims with witness testimony and documentary evidence. Moreover, the prosecutor himself stated in court that he does not question the fact of Zagumenny’s participation in international conferences.

- The prosecutor cites as the sole “evidence of forgery” a letter from a company that denied having drafted the documents in its name. However, this company was registered a year after the documents were drawn up and could not physically have been their author.

— Despite the lack of a logical evidentiary basis, the investigating judge nevertheless granted the prosecutor’s motion to impose round-the-clock house arrest.
