In order to provide support and conduct training for attorneys who wish to engage in lobbying and advocacy, a permanent collegial advisory body—the Committee on Lobbying—has been established within the National Bar Association of Ukraine.

The corresponding order, No. 173 dated September 9, 2025, was signed by Lidiya Izovitova, Chair of the UNAA and the Ukrainian Bar Association (UBA).

Attorney Oleksiy Shevchuk, who previously headed the UNAA Committee on Information Policy and Media Relations, has been appointed Chair of the newly formed committee.
In particular, the committee will organize training sessions and educational seminars featuring national and international experts, as well as other events aimed at promoting lobbying as one of the legitimate and effective tools for influencing the decision-making process in public policy.

“Business groups already have a significant influence on the legislative process. And the Law ‘On Lobbying,’ which came into effect on September 1, has legalized these relationships,” noted O. Shevchuk, who initiated the creation of the specialized committee. “Therefore, it is important for attorneys—including those who provide legal support for businesses’ commercial activities—to understand and apply the new legislation to the benefit of their clients.”

As a reminder, according to the Law, lobbying is an activity carried out with the aim of influencing (or attempting to influence) the subject of lobbying in the commercial interests of the beneficiary (in exchange for compensation received directly or indirectly, and/or reimbursement of actual expenses necessary for its implementation) or in the individual’s own commercial interests and relates to the subject of lobbying.
In another order, Yuriy Radzievsky was appointed head of the NAAU Committee on Information Policy and Media Relations. Prior to this, he served as deputy chair.
