EUAM FOUND EVIDENCE OF A CONSPIRACY IN THE ELECTIONS TO THE GOVERNING COUNCIL OF THE STATE BUREAU OF INVESTIGATIONS (DOCUMENT)

The European Union Advisory Mission in Ukraine, in an official document—a copy of which was sent to Roman Truba, director of the State Bureau of Investigations—expressed “concern regarding the format of the voting procedure” during the elections to the Public Oversight Council at the State Bureau of Investigations and reaffirmed “its recommendation for an online voting procedure.” The EUAM believes that “the format of the voting process on March 30, 2018, raises concerns, and this could undermine public trust in the Public Oversight Council in the future.”

“Overall, the voting process can be considered transparent, but not democratic, as it suggests the existence of collusion among a group of NGOs that voted for one another,” the experts emphasized in their conclusion, a copy of which was provided to Resonance by Oleksiy Shevchuk, an attorney and partner at Barristers Law Firm.

In addition, the EUAM believes that “compliance with the most important minimum standards, such as verifying the identities of registered participants and ensuring the confidentiality of the vote, is necessary for the integrity of the selection process.”

Representatives of the EU Advisory Mission observed the election process for the Working Group at the State Bureau of Investigation (SBI) at the written invitation of its director, R. Truba.

As attorney O. Shevchuk previously told Resonance, State Bureau of Investigations Director Roman Truba “applied an unregistered Procedure for Conducting a Competition for Appointments to Positions at the State Bureau of Investigations, approved by SBI Order No. 4 dated January 30, 2018, thereby exceeding his official authority; consequently, his actions exhibit signs of a criminal offense under Part 1 of Article 365 of the Criminal Code of Ukraine.” A corresponding statement regarding the commission of a criminal offense was submitted to the Prosecutor General’s Office on March 19, 2018, in accordance with Article 214 of the Criminal Procedure Code of Ukraine.
