Oleksiy Shevchuk, a partner at BARRISTERS, LLC, and an attorney, proposes that all lawmakers and civil servants undergo mandatory evaluations by psychiatrists and psychologists

A partner at BARRISTERS, LLC, Attorney Oleksiy Shevchuk has proposed legislation to mandate compulsory psychiatric and psychological evaluations for elected officials at all levels (including members of parliament), as well as for all civil servants without exception.

According to the draft bill, anyone who has already been elected or appointed and whose term of office has not yet expired will be able to voluntarily undergo such evaluations. If they refuse, they will not be eligible for reappointment or re-election to office in the future.

The relevant draft document is currently being prepared by experts and will be submitted to legislative bodies for further consideration by the Verkhovna Rada of Ukraine.

If the Presidential Decree dissolving the current convocation of the Verkhovna Rada of Ukraine is repealed as unconstitutional and the current composition of parliament continues to exercise its powers until the election of a new Verkhovna Rada during the regular parliamentary elections in 2019, then the relevant legislative amendments must be adopted without delay by the current composition.

If early elections are held on the scheduled date of July 21, 2019, the relevant amendments must be adopted as a matter of urgency by the newly elected parliament, but with provisions extending their application to the current composition of the Verkhovna Rada of Ukraine, rather than to the future one.

The relevant petitions have been posted on the websites of the President of Ukraine and the Kyiv City Council.
