Work is underway in Ukraine to draft legislative proposals regarding the organization and conduct of elections during a state of emergency and in the post-war recovery period.

The National Association of Lobbyists of Ukraine is participating in an expert group that is developing recommendations for establishing a new legal framework for the electoral process.

During the working group’s latest meeting, participants discussed the key challenges of holding elections in the postwar period and possible legislative solutions to ensure their security and legitimacy.

Legislative Proposals from Lobbyists

As part of the group’s work, NALU representatives proposed a series of amendments to current legislation.

Specifically, these include:

• amendments to the Criminal Code of Ukraine to address risks associated with holding elections during wartime and the post-war period;
• strengthening the protection of the State Voter Registry;
• creating effective mechanisms for appealing decisions made by election commissions, particularly those operating abroad.

The participants in the discussion paid special attention to ensuring the electoral rights of Ukrainian citizens residing outside the country.

Work on the Future Law

According to Oleksiy Shevchuk, chairman of the board of the National Association of Lobbyists of Ukraine, work is ongoing in collaboration with various institutions and the expert community.

The goal of this work is to prepare comprehensive recommendations for future legislation on conducting elections during wartime and the post-war period.

The working group members agreed to continue their work in specialized subgroups, which will draft specific legislative proposals.

The results of this work are expected to form the basis for shaping a new legal framework for the electoral process in Ukraine once the war ends.
