On September 30, 2025, our client—the Chief of Staff of the Kyiv City State Administration (KCSA)— Dmytro Zagumenny, was served with a written notice of suspicion of committing criminal offenses under Parts 3 and 4 of Article 358 and Part 1 of Article 366 of the Criminal Code (the so-called “business trip” case).
According to the prosecution, Dmytro Mykolayovych, in collusion with unidentified individuals, at an unspecified time and place, and by unspecified means, forged official invitations to international conferences held in Barcelona, Spain, and Florence, Italy. At the same time, no one even attempted to determine who, where, when, or how the invitations were forged—our client was simply deemed guilty.
On September 30, 2025, the official websites of the Office of the Prosecutor General, the Kyiv City Prosecutor’s Office, and the National Police of Ukraine reported that Dmytro Zagumenny had forged invitations to organize private trips abroad under the guise of official business trips. When, a few days later during the hearing to determine a preventive measure, we attempted to submit evidence confirming the official nature of the trips, the prosecutor objected, arguing that how D.M. Zagumenny spent his time abroad was not the subject of the investigation.
Subsequently, the Kyiv City Prosecutor’s Office stated on its Facebook page that the criminal proceedings are focused exclusively on verifying the authenticity of his invitation to travel abroad. It was also reported that the nature of D.M. Zagumenny’s trips is of no interest to the investigation whatsoever.
Thus, law enforcement agencies disseminated false information on their official pages that is unrelated to the criminal proceedings against D.M. Zagumenny. It is unacceptable for the official websites of the police and the prosecutor’s office to be used to tarnish the reputation of political opponents.
We are filing a lawsuit to protect our honor and dignity with the Office of the Prosecutor General, the Kyiv City Prosecutor’s Office, and the National Police of Ukraine. We demand that the disseminated information be recognized as false and that it be refuted.
