For more than 5 years, the National Anti-Corruption Bureau has been investigating a case involving the “misappropriation” of 10 million hryvnias in state property by employees of the municipal enterprise “Vinnytsiaoblvodokanal.”
There have been more than five searches, numerous interrogations, and a stance that fails to address the key questions the investigation was meant to establish, namely
: - At what stage did the violation of public procurement procedures occur, and did it actually take place?
- Was any employee of the “Vinnytsiaoblvodokanal” municipal enterprise authorized to make the final management decision regarding the amount of the budget allocation? If not, how—if at all—was influence exerted on that decision?
Result: When determining a preventive measure for one of the suspects, the High Anti-Corruption Court set bail at 200,000 hryvnias—a record low for this category of cases.
